Instructions
  1. In heavy-bottomed saucepan, heat oil and butter over med heat.
  2. Add oats, garlic, ginger, bay leaf.
  3. Cook, stirring for 8 minutes or until oats are golden and fragrant.
  4. Add stock, 1/2 cup at a time, cooking each addition until all the liquid is absorbed before adding more stock.
  5. Stir in the cream, cheese, tarragon and parsley.
  6. Season with salt and pepper to taste.
  7. Discard bay leaf.
  8. Remove from heat and let stand 10 min before serving.
